As for American reality, a yes in
principle, it is a yes (chapter closed). Why, because Americans are more pragmatic
in nature, unlike Albanians who are like Mediterranean that they are, a yes in
principle is equal to a maybe. Albanian prime minister had understood very well
that Americans were in need of an agreement with Albania, because the interests
of Americans were direct, not against Albania, but as each diplomatic proposal
has the internal interests for USA. On the other hand, Edi Rama had realized
that this had a political cost. Given by this, of course before accepting a
political cost, should be aimed at the economic and political benefits for
Albania for the government he leads. So he put forward several demands which
later returned to conditions. Requirements were very accurate; these requests
were sent to the State Department to avoid any subsequent misunderstanding. But
the Prime Minister Edi Rama never received a response. This was a real puzzle,
because some of the requirements were easily applicable. If Americans were to respond
to some of the requests, the deal would have been closed a long time ago. The
prime minister would be able to bring up this issue in parliament, in
government and persuade public opinion that this was not an agreement that
would violate pollution or national security. But these conditions were not realized.
After the refusal of Albanians, Americans have installed this device on a US
ship, exclusively under their control in the middle of the sea. This
has led to successive protests by the Albanians.
